Most Recent Update: New Muncipal Judge.

The following list of officials was extracted by Roger B. Rowland, from the City Council and Board of Trustee minutes from April, 1957 through August, 2001. Minutes were damaged or destroyed during the 1965 Platte River flood. Mud appears on the minutes and minute books from 1963 and before. Minutes from March, 1957 and before were destroyed and not available for the project. Ordinance binders also held original copies of ordinances dating back to 1924. Additional information on Mayors and City Clerks appears at the end of this list. That information gives approximate dates of service and was obtained from the ordinance books. The minutes were bound in notebooks with some of the earlier minutes bound in post binders.

Webmaster Notes: This list had been updated through the date listed above. As of September 9, 2019 there were no contested positions for City Council. As a result, by City Council resolution all nominees were declared elected and the November, 2019 city election was canceled. This is not the first time this has occurred. The July 29, 2018 update includes an changes to the Mayor's list from 1890 - 1956. William McBroom and Zeno Morgan have been added to the Mayors list. Some dates were also corrected. Mayor Charles Lawton was added to the longevity list.

This report includes several pages of listed officials, notes, and anecdotes. All officials from the current time back to April, 1957 are included. The Historical Society believes that additional source material from outside the City will yield additional names. Particularly helpful may be the publications of ordinances in local newspapers. But that is a project for another time.

(1) Maggie Mueller was the last elected Treasurer for the City. When her term expired, the responsibilities of the Treasurer were passed over to the City Manager pursuant to the Home Rule Charter adopted in 2002.

(2) Position held concurrently with city clerk.

An ordinance was adopted in 1952 that provided for the appointment of the Town Clerk and Treasurer. The positions were changed back to elected positions in late 1959 when the status of the town changed to a city.

(1) Both of these positions were filled by appointment of the City Council. The appointed persons will serve until the next regular election in November, 2019. In November of 2019 the two candidates with the most votes will be elected. The one with the highest number of votes will get the four year term and the other will be elected for a two year term. There were no contested positions for the November 2019. The nominees were declared elected by a City Council resolution and the election was cancelled. The longer four year terms in ward 1 and 3 were decided by lot.

(2) This position became vacant when there were no candidates for the position. The position will be filled by City Council appointement. The appointed person will serve until the next city election.

(3) This position became vancant when Tara Beiter-Fluhr was elected as Mayor. The position will be filled by City Council appointement. The appointed person will serve until the next city election.


Late in 1959 the status of Sheridan was changed from a town to a statutory city. Prior to becoming a city, the town was governed by a Board of Trustees. Members of the board were sometimes called Aldermen. They were elected at large.

The original Board of Trustees from 1890 were listed in the booklet "The History of Sheridan" by Kenneth Goff. They were: Jacob Puff, C. E. Wyman, Adolph Chandler, Peter Olson, and C. E. Curran.


Research Notes

Minutes were not found for January 1990 - December 1991 and January 1994 - December 1994. An alternate source of minutes was found and used.
At one time there was a police radio installed in the city attorney's automobile.

Although the status of Sheridan changed from a town to a city in late 1959, the term "Alderman" was used until June, 1961.

Norville V. Sample (Police Magistrate) is the grandfather of Ray Sample (Police Chief).
John E. Rowland (City Council) is the father of Roger B. Rowland (Mayor).
Eugene Gillespie (Board of Trustees, City Council) is the husband of LaVaughn Gillespie (Treasurer).

What happened to the Mayor?

During the last six months of 1965, the meetings were conducted by Mayor Pro Tem, Wilfred D. Corbin. That brought up the question what happened to the Mayor, Francis J. Desmond. Research reveals that Mr. Desmond was employed by Martin Marietta and was transferred to Florida. The position was never declared vacant, although Mr. Desmond was not paid during this time.

How long has the Mayor, City Clerk, Treasurer and City Council been paid?

Answer, since day one. The original founding town fathers provided for modest pay for elected officials beginning in 1890.

Who Were the Black Sheep?

This depends on the eyes of the beholder. The most significant were Roger Patterson and Roger Steinberg.

Roger Patterson was the City Administrator/Police Chief when the quarter million dollar embezzlement was perpetrated by Kathy Inglis. He was subsequently fired.

Roger Steinberg set fire to the Hamilton fire station in July, 1987. He was later convicted of arson. He was sentenced to probation, ordered to pay restitution, and was fired.

How many recalls have there been?

At least five.

Mayor Jane Rosenbach was recalled in October, 1970.

A recall petition was circulated against Council member Robert Garcia in January 1982. He chose to resign. Caroll Royer was recalled in March, 1982. Council member Roy Dakin quit in protest of the recall.

Mayor Wilfred D. Corbin and Council members Carroll Crookham, Tena Bocciarelli were recalled in September, 1982.

Mayor Ann Herring was recalled in August, 1983.

Mayor James Egan, Council members Vicki Johnson and Aileen Marple were recalled in 2002. Vicki Johnson ran for Council again in 2003 and was elected. She resigned less than a year later.

Has an elected official survived a recall?

Yes. Wayne Otto Peck and Aileen Marple were retained in office in a recall attempt in August, 1983. Dallas Hall was retained in office in a recall attempt in 2002.

Has an elected official died while in office?

At least three have died in office. John Anderson Sr. died in July, 1983 and was a member of City Council. City Clerk Patricia Ann Mack died in September, 2000. David Black, City Council member died on December 13, 2020.

Has any elected official held more than one position?

Several people have held multiple positions at different times.

Several people were members of City Council prior to becoming Mayor.

Theodore "Ted" Armstrong was a volunteer Fire Chief and Mayor.
William C. Carter was a volunteer Fire Chief, City Council member, and Treasurer.
Wilfred D. Corbin was a Treasurer, City Council member, and Mayor.
Donna Larsen was a Treasurer and City Clerk.
Charles West was a Treasurer and City Council member.
Lowell Banes was a volunteer Fire Chief and City Council member.
Ross Lakin was a City Clerk/Treasurer and City Council member.
Zeno Morgan was a volunteer Fire Chief and Mayor.
Maurice E. Nesbitt was a Town Clerk and a member of the Board of Trustees.

Unusual and intesting tidbits.

Wilfred D. Corbin and Richard V. Codner served on City Council from two different wards.

Charles West has served on City Council three separate times in three different decades.

Who has the most longevity?

James S. Kimmel - Municipal Judge 48 years and counting.
Edward N. Bean - Police Magistrate 38 years. (Footnote 1)

John C. Stanfield - Volunteer Fire Chief 22 years.
Dallas Hall - City Council (8 yrs), Mayor (8 years), City Council (5 years, 11 months) total 21 years and 11 months. (Footnote 2)
Wilfred D. Corbin - Treasurer (4 yrs), City Council (6 yrs), Mayor (11 yrs) - total 21 years.

Aileen Marple - City Council 19 years.
Clifford W. Mueller - City Council 19 Years.
Arlene Sagee - City Clerk 19 years.
LaVaughn Gillespie - Treasurer 18 years.
John Hayes & Lee Phillips - City Attorneys 18 years.
